no exciting plans for the GW holidays

I don't have any plans for the Golden Week holidays except my son's soccer games.

Many of soccer games always inform us when and where they are held just before within a week, so we can't plan any other things beforehand. Moreover it is a team playing, so we can't be absent easily. And since many of parents support their children enthusiastically, they are watching the games all day long. Of course so am I, however to tell the truth, I think that just watching or chatting is a waste of time.
I always think how I can do sneakily during the games. The last time I deleted some unnecessary pictures on my camera at intervals while I took pictures of my son. Actually I want to read a book, but I think it's out of place. Nobody is reading.
On the other hand, chatting is not so bad because I sometimes can get some useful information from other mothers.

I want to use time effectively.

However, we are often not told, in a timely manner, when and where they are to be held. As a result, we cannot make dependable long range plans. Moreover, as it is a team sport, my son cannot easily be absent.

As many of the parents enthusiastically support their children, at each of the soccer games, the field is filled with parents watching their children or simply chatting with each other, all day long. Although I am at each game, to tell the truth, I think that merely sitting and watching the games or mindlessly chatting with others is a waste of time.

I often think of how I may do other things during the game without other parents noticing. During my son's last game, between action shots of him, I deleted some unnecessary photos. Actually, I would rather read a good book during the game. However, I think it would be out of place, as I have never seen anyone else doing so.
On the other hand, chatting is not so bad because I sometimes get useful information from the other mothers.

I don't feel I am a bad mother for not wanting to waste time. I simply want to use time effectively.

As for 'when and where they are to be held', it is difficult for me to add 'to be'.

to be をなぜ付けるのか疑問に思いましたが、この件に関しては日本人に聞いた方がわかりやすいのではと思い、英語に詳しい友人に聞いてみました。
私のブログの中にも紹介している「一億人の英文法」という参考書P.461にその説明が書いてあるとのことでした。

be動詞と共に使われるto不定詞(be動詞は省略されることもある)。
これはto不定詞が主語の説明語句となっていて、おもに「これからのことを指し示す」、例えば「意図」「命令」「運命」「予定」などをあらわすときに使うらしいです。
つまり今回の文は「予定」ですので「when and where they are held」ではなく「when and where they are to be held」となるわけですね。

あ~、すっきりしました!

The "to be" was added to signify an unknown future from the point in time discussed. The fact that the time and place is subject to change means it is not a firm schedule, and so, they have to notify the parents each time as to when and where they will be held.

So, although it is perfectly understandable, and even very often said the original way"...when and where they are held", since you are talking of the future (especially an uncertain one), "...when and where they are to be held"...or "...when and where they will be held" is used.
